Housing Choice Vouchers in San Antonio: what landlords should know

The Housing Choice Voucher program - often still called Section 8 - pays part of a tenant's rent directly to the landlord. In San Antonio it is run by Opportunity Home San Antonio, the city's housing authority.

How the money works

The tenant pays a share of the rent, generally based on income, and the housing authority pays the rest to the landlord each month. The total rent must be reasonable for the area and within the program's limits.

Inspections

Before the tenancy starts and periodically after, the home is inspected against federal housing quality standards. Working smoke alarms, safe electrics, hot water and sound windows and doors are the usual items.

Taking part is the owner's choice

Texas law prevents cities from requiring landlords to accept vouchers (Local Government Code §250.007). Whether a property takes them is the owner's decision. Screening criteria must still be applied the same way to every applicant under fair housing law.
